Patient at the dentist
Our clinic is an official partner of Eesti Tervisekassa for both adults and children.

The Health Insurance Fund reimburses the following dental services:

  • Treatment of insured children up to 19 years old. Visit fee: €5.
  • From January 1, 2018, all insured adults are entitled to a dental care reimbursement of up to €40 per year, with the patient covering at least 50% of the treatment bill.
  • From January 1, 2018, pregnant women and mothers of children under one year receive up to €85 per year, with the patient covering at least 15% of the treatment bill.
  • From July 1, old-age pensioners, disability pensioners, people with partial or full work incapacity, and people over 63 years receive up to €85 per calendar year. The patient must cover at least 15% of the treatment bill.
  • For disability and old-age pensioners, the cost of dental prostheses is reimbursed once every three years up to €260.

Reimbursement is available only for services included in the basic dental care package.

Basic dental services include:

  • initial or follow-up dentist visit
  • diagnostics (including X-rays)
  • medication and temporary fillings
  • permanent fillings
  • tooth extraction
  • abscess incision and treatment
  • root canal treatment
  • surgical removal of subgingival tartar
  • anesthesia

Installment plan

In our clinic, you can use partner programs from Holm, Esto, LHV, Placet Group, Medicredit, and LIISI.
An installment plan allows you to start treatment on time by splitting the total cost into convenient payments. The decision is made online or directly at the clinic in just a few minutes.

By working with partner banks, we offer you even greater flexibility in paying for dental services. The contract process is fast and simple – all you need to do is contact our administrator, and we will help you find the best option tailored to your needs.

Complaint resolution procedure

Complaint Procedure at Kadrioru Plaza Hambakliinik

1. Submitting a complaint
1.1 Complaints can only be submitted in writing.
1.2 The application must include:

  • the name of the complainant or their representative,
  • the reason for the complaint,
  • specific demands,
  • contact details.

1.3 The complaint or issue can be described in free form.
1.4 A written complaint, suggestion, or thank-you can be submitted:

  • by email: info@kphk.ee,
  • by post: Vesivärava 50, 2-13, 10152 Tallinn, Estonia,
  • in person: to the reception, attending doctor, or clinic manager.

2. Verbal complaints
2.1 A verbal complaint can be submitted directly to the specialist if:

  • no written response is required,
  • it can be resolved immediately on site,
  • no further investigation is needed.

3. Anonymous complaints
3.1 Anonymous complaints are not processed.
3.2 If the anonymous complaint is clear and justified, it will be forwarded to the responsible specialist for review.

4. Complaint handling
4.1 All written complaints will receive an official response no later than 30 calendar days from the date of receipt.
4.2 The clinic reserves the right to invite the patient for an interview and additional examination.
4.3 Refusing a personal meeting may be interpreted as the patient’s doubt about the validity of their own complaint.
4.4 Complaints are reviewed by the clinic manager or their appointed representative, together with responsible specialists.

5. Importance of feedback
5.1 All suggestions, thanks, and complaints are taken into account when organizing the clinic’s work and planning improvements.

General terms of dental services.

General Terms and Conditions for Dental Services at Kadrioru Plaza Hambakliinik

1. General provisions

1.1 These terms regulate the provision of dental services at the clinic and form an integral part of the contractual relationship between the patient and the clinic.
1.2 The clinic provides services in accordance with the laws of the Republic of Estonia, including the Health Services Organization Act and the Consumer Protection Act.

 

2. Provision of services

2.1 Services are provided only by prior appointment.
2.2 Before treatment, the patient is informed about the expected scope, cost, and risks of the treatment.
2.3 The patient confirms consent to treatment verbally or in writing. If necessary, an informed consent form is completed.
2.4 The clinic reserves the right to refuse treatment if there are contraindications or if cooperation conditions are not met.

 

3. Payment for services

3.1 Payment is made according to the clinic’s current price list at the time of service.
3.2 Services can be paid for in cash, by bank card, or by issued invoice.
3.3 The clinic is not responsible for the refusal of insurance companies to reimburse costs, unless provided for in the agreement.

 

4. Patient rights and obligations

4.1 The patient has the right to complete and accurate information about their health condition, treatment methods, and potential risks.
4.2 The patient is obliged to provide the doctor with accurate information about their health, past illnesses, allergies, and medications.
4.3 The patient undertakes to follow the doctor’s recommendations and arrive on time for appointments.
4.4 If the patient is more than 10 minutes late, the clinic reserves the right to shorten or cancel the appointment.

 

5. Warranty

5.1 A warranty is provided for services if the patient follows all recommendations and attends follow-up checkups.
5.2 The warranty does not cover cases of trauma, poor hygiene, harmful habits (e.g., bruxism, smoking), or intervention by other specialists.

 

6. Processing of personal data

6.1 All personal data is processed in accordance with the General Data Protection Regulation (GDPR) and the Estonian Personal Data Protection Act.

 

7. Final provisions

7.1 The clinic reserves the right to amend these terms by notifying patients in advance via the website or at the reception.
7.2 All disputes are resolved through negotiation; if no agreement is reached, they will be resolved according to Estonian law.

Patient (visitor) behavior rules.

Patient (Visitor) Code of Conduct at Kadrioru Plaza Hambakliinik

Dear patients!
For your convenience and for the smooth work of our team, certain rules apply at the clinic. We kindly ask you to read them carefully and follow them during your visit.

1. Being late for the appointment

  • Please arrive at the clinic 5–10 minutes before your appointment to check in and complete paperwork calmly.
  • Please avoid being late. If you are more than 10 minutes late (or over 25% of the appointment duration), the doctor may not be able to see you.
  • In cases of repeated tardiness (more than twice during a treatment plan), the clinic reserves the right to offer future appointments only as “same-day” if available.

 

2. Cancelling an appointment

  • If you cannot attend, please notify us at least 24 hours in advance.
  • The clinic administrator will contact you the day before to confirm your appointment. Please stay available.
  • If we are unable to reach you by 16:00 the previous day, your appointment may be cancelled, and the slot given to another patient. You will receive an SMS notification.
  • If you cancel less than 24 hours in advance or do not show up without notice, the clinic reserves the right to offer future appointments only as “same-day” if available or with a €100 prepayment. In case of no-show without notice, the clinic reserves the right to keep the paid amount. This is a fee to cover the costs of maintaining medical readiness.

 

3. General rules

  • We recommend familiarizing yourself before treatment with:
    – general terms and conditions,
    – the price list.
  • We kindly ask for your understanding if the doctor is delayed. In our clinic, each procedure is allocated a specific time, but in complex cases, appointments may take longer than expected.
  • Photo and video recording are only allowed with the consent of the doctor and assistant. Recording without permission violates Estonian data protection law.
  • For hygiene reasons, pets are not allowed in the clinic.
  • We value your feedback! Please leave your review, comment, or suggestion in writing at the reception or via e-mail. All messages will be reviewed.

 

4. Responsibility and service refusal


In cases of gross violation of these rules by the patient or their representative, the clinic reserves the right to:

  • refuse to enter into a service agreement;
  • terminate an existing agreement unilaterally, provided this does not conflict with the obligation to provide emergency care under the Health Services Organization Act (§6 and §11).
